Driver Inc.: An Ongoing Threat to Fair Competition in Canada’s Trucking Sector

Montreal, June 2025 — The Driver Inc. scheme continues to disrupt Canada’s trucking industry by misclassifying employees as independent contractors. This allows companies to sidestep tax obligations and labour protections, creating an unfair playing field while eroding worker rights and costing the Canadian economy millions.


The Canadian Trucking Alliance (CTA) is leading efforts to eliminate this exploitative model. The CTA is calling for stronger enforcement by the Canada Revenue Agency (CRA), including lifting the T4A moratorium and implementing real investigative strategies against non-compliant Personal Service Businesses. The Alliance also urges stricter application of the Canada Labour Code Part III by the Employment and Social Development Canada (ESDC) Labour Program.


“Driver Inc. is unethical and harmful to both workers and compliant businesses,” says the CTA. “It’s time for our lawmakers to take real action.”


Beyond fairness in the marketplace, this is a labour rights issue. The CTA is pushing for harsher penalties for wage theft, fair compensation, better working conditions, and more training pathways to support a sustainable trucking workforce.
