Quebec’s 2024 Road Safety Report: Slight Gains, But Vulnerable Users Still at Risk

Montreal, May 21, 2025 — Quebec’s road safety partners, including the Société de l’assurance automobile du Québec (SAAQ), Contrôle routier Québec, the Sûreté du Québec (SQ), and the Quebec Association of Police Chiefs (ADPQ), released the province’s 2024 road safety report today. The statistics show a modest decline in road deaths and injuries, yet some road users remain increasingly vulnerable.
There were 379 road fatalities in 2024, down just one from the previous year, and 27,854 injuries, showing little change from 2023. While overall stability may seem encouraging, the numbers tell a more nuanced story: pedestrian deaths rose by 24.6%, and fatalities among heavy truck occupants jumped by more than 55%.
“Improvements in road safety are the result of combined efforts in awareness, legislation, and enforcement,” said SAAQ President Éric Ducharme. Other officials highlighted that human error remains the leading cause of fatal and serious crashes and emphasized the importance of police presence to deter risky behavior.
New 2025 measures under Quebec’s Road Safety Action Plan include tougher penalties in school and construction zones, enhanced training for heavy vehicle drivers, and the rollout of a new safety guide for school routes.
