Trucking HR Canada testifies before House of Commons committee on “Driver Inc.”

OTTAWA, ON (October 7, 2025) — Trucking HR Canada (THRC) appeared today before the House of Commons Standing Committee on Transport, Infrastructure and Communities, which launched its study on the changing landscape of truck driving in Canada.
“Canada’s truck drivers keep our economy and daily lives moving. They deserve fair treatment, safe working conditions, and employers who play by the rules,” said Angela Splinter, CEO of THRC. “The Driver Inc. model undermines all of this.”
Driver Inc. refers to the misclassification of truck drivers as independent contractors rather than employees — a practice that violates both tax and labour laws.
Splinter highlighted three key areas of concern:
• Employee protections: misclassification allows companies to avoid paying taxes, EI, CPP contributions, overtime, and other essential benefits.
• Workforce attraction and retention: unethical practices drive workers away and threaten the long-term sustainability of the sector.
• Economic impact: Driver Inc. creates unfair competition and reduces government tax revenues, penalizing compliant carriers.
Together, these impacts erode Canada’s social safety net, endanger workers, and undermine fair competition within the trucking industry.
Other witnesses, including the Canadian Trucking Alliance and fleet representatives, are also expected to appear before the committee.
