USDOT: Driver in Florida Turnpike Fatal Crash Failed English Language Proficiency Assessment

On Tuesday, the U.S. Department of Transportation (USDOT) announced the launch of a full investigation into the driver and motor carrier involved in the triple-fatality crash that occurred on August 12, 2025, on the Florida Turnpike in Fort Pierce. The crash was caused by an illegal U-turn made by a commercial truck.
According to USDOT, the Federal Motor Carrier Safety Administration (FMCSA) began its investigation on August 14 at the California premises of White Hawk Carriers, Inc. Investigators reviewed dash cam footage, driver qualification files, and conducted an in-person interview with the driver involved in the crash.
During this interview, FMCSA administered an English Language Proficiency (ELP) test as outlined in federal guidance. The driver failed the assessment, answering correctly only 2 out of 12 verbal questions and identifying just 1 out of 4 highway traffic signs.
These findings raise serious concerns about the carrier’s compliance with safety regulations and highlight ongoing challenges in ensuring that commercial drivers operating in the U.S. meet the required language and safety standards. The investigation remains active, and further updates are expected from USDOT as more details emerge.
